Currently, solar power projects are being implemented strongly in Vietnam after the Prime Minister issued Decision No. 11/2017/QD-TTg on the mechanism to encourage the development of solar power projects.

To further encourage the development of Solar Power, on January 8, 2019, the Prime Minister again issued Decision No. 02/2019/QD-TTg on amending a number of articles of Decision No. 11/2017/QD-TTg. on 11/4/2017, in which instead of households investing in DMTAM only selling the remainder of electricity from DMTAM sources as prescribed before (through the clearing mechanism), they will be able to sell the entire amount of electricity produced from DMTAM at a price incentives, still buy electricity from EVN separately at the current price (average 1720 VND/kWh) via 2-way galvanometer.

Specifically, EVN has issued documents No. 1337/EVN-KD dated March 21, 2018 and document No. 5113/EVN-KD dated October 9, 2018 to power corporations and Electricity Telecommunications Company. and Information Technology on temporary guidance for rooftop solar projects, including initial guidelines to facilitate business and private investment in solar PV development.
